You need it in Michigan for any vehicle with permanently or temporarily attached tanks where an individual container holds more than 119 gallons and total capacity reaches 1,000 gallons or more. Fuel tankers, milk and water trucks, and box trucks carrying large totes all cross that line.
Hauling hazardous liquids — gasoline, for example — means the combined X endorsement: tanker plus hazmat. That pulls in the federal TSA security threat assessment, so the SOS cannot issue the X until the background check clears, and the check takes far longer than either test.
