How the hazmat endorsement works
Any driver hauling hazardous materials in placardable amounts needs the H endorsement on their CDL. You add it by passing a written knowledge test at your state licensing agency — there is no separate skills test for hazmat.
Federal law adds one extra step: a TSA security threat assessment (fingerprint-based background check) before the state can issue or renew the endorsement. Start the TSA application early — processing can take several weeks — and expect a fee in the $80–$90 range on top of your state’s endorsement fee.
What the test covers
State hazmat tests typically run about 30 questions and require roughly 80% to pass. The questions come from Section 9 of the CDL manual:
- The three intents of the rules: contain the material, communicate the risk, ensure safe drivers and equipment
- Shipping papers — what they say and exactly where they must be kept
- Placarding: four identical placards, any amount for Table 1, 1,001 lbs aggregate for Table 2
- Loading and unloading rules, including the 25-foot smoking rule and grounding flammable-liquid tanks
- Driving and parking rules — railroad stops, attendance, and the 300-foot rule for explosives
- Emergencies: securing the scene and getting shipping papers to responders
